When they don't eye-contact you...
It is not necessarily that they are ignoring you...

Sometimes it maybe an indication of avoiding something...

perhaps they may have committed some hidden harm that you are not aware of; thus, they can't face you...

you would then find them avoiding eye-contacting you...

but please be ware, and do not generalize...

because in other times, I believe "eye-contact-avoidance" is a sign of respect...

but one has to be a good reader of what the eyes hold....
or even conceal.......

I think this generalization is due to the fact that people are used to I-conctact each other and the respect is to keep the contact without starring and without shying your eyes away.

It is really hard but standards in this life are human-made

This is the first time I see "eye-conact" being used as a verb. It's a noun that is normally used with the verb "make", i.e. to make eye-contact and making eye-contact, and made eye-contact. i

Avoiding eye-contact is perceived negatively in the West or western culture. It's usually a sign of untruthfulness.

In our culture, however, it can be a sign of extreme respect, extreme shyness, or extreme modesty.

i have heard of it before as a verb and as a noun as well
but never adjective

perhaps in original English it isn't

but these days many terms can be turned into verbs

for instance if they want to search for something
don't you hear them saying :

Google it
